October 2011 City Council Meeting Minutes
The following are the minutes of the regular monthly meeting of the City of Plantation conducted at 6 p.m. on 10/26/11 at 2502-C Hermitage Way, Louisville, KY 40242.

In attendance at the meeting: Mayor Becky Peak, Nita James, Harvey Gainer, Sue Moore and Holly Law. Attorney for the City John Singler and accountant Charlie Veeneman were also present. Attorney John Singler recorded the minutes. On roll call vote, there was a quorum to conduct business. The Clerk Amanda Hess was not present, because she was attending a public meeting of Louisville Metro Police concerning security issues in the area.

Bob Rogers, who is working on the signature entrance to the city, gave a short presentation on the final design and plans for the entrance.

Motion made by Harvey Gainer to approve the September 28th meeting minutes, seconded by Nita James and the vote in favor was unanimous.

Treasurer’s Report. Charlie Veeneman presented the Treasurer’s Report for September. He explained the monthly activity to date, explaining the line items and to date comparisons with budgeted projections, as well as fund balances and the check register, showing detailed description of each item of expense and income. Motion made by Holly Law to approve the Treasurer’s Report for August seconded by Harvey Gainer and the vote in favor was unanimous.

The Mayor updated the council on the continuing security issues on Turnside. Metro Police is going to commit extra resources to try and get a handle on the problems.

The Mayor noted that the industrial revenue bonds that the City sponsored had finally closed. The City will be paid its $1,000.00 issuance fee.

The Mayor discussed the plans for holding a City open house to advertise and try and see some of the vacant homes in the City.

Attorney Singler discussed an ordinance, Ordinance 5, Series 2011-2012, which updates the fire code for all structures in the City and allows Lyndon Fire Protection District to continue to do fire inspections and charge permit and inspection fees for those services. Motion was made Holly Law for introduction and first reading of said ordinance, seconded by Nita James and the vote in favor was unanimous. Attorney Singler read the ordinance in summary.

The Mayor asked the council members if they had any comments about the police services the City gets from Meadow Vale. The cost is the second largest cost in the budget, about $30,000.00 per year. The council members expressed no dissatisfaction with the service, but felt there could be more and better presence for the money being spent.

With no further business and no objection, the Mayor closed the meeting at 7:35.
